ServiceNow Launches Control Tower Alliance

ServiceNow Control Tower Alliance

ServiceNow has formed the Control Tower Alliance, an 11-member ecosystem spanning AI model providers, cloud infrastructure, security, identity, and token metering, to deliver certified, pre-integrated AI governance solutions on its Super Intelligence Control Tower. The move positions governance as the layer through which enterprise AI is bought, deployed, and paid for.

What is Covered in this Article

  • ServiceNow’s launch of the Control Tower Alliance on October 28, 2026, with 11 founding members, including Anthropic, AWS, Cisco, NVIDIA, Okta, OpenAI, and Stripe.
  • Partners co-develop solutions on the Super Intelligence Control Tower, pass ServiceNow certification under shared agent identity and safety standards, and, in select cases, have their offerings sold and supported by ServiceNow.
  • Named contributions include Cisco AI Defense integration, NVIDIA OpenShell runtime boundaries, an Okta agent kill switch, Kong API enforcement, and Metronome usage-based billing and spending controls.
  • The analysis covers the alliance as a distribution play, its cost-control role for consumption-based AI, and the certification and concentration questions buyers should raise.

The News: On October 28, 2026, ServiceNow announced the ServiceNow Control Tower Alliance, an ecosystem of companies across AI, cloud infrastructure, security, governance, value measurement, and token metering. The founding members are Anthropic, Amazon Web Services (AWS), Cisco, HiddenLayer, Kong, NVIDIA, Okta, OpenAI, Stripe, WitnessAI, and Zenity. Solutions built through the alliance run on the ServiceNow Super Intelligence Control Tower, and the program operates alongside the ServiceNow Store and the Workflow Data Network Partner Passport program.

Partners engage in three ways: co-developing solutions that run on Control Tower; delivering pre-integrated solutions that pass ServiceNow qualification, certification, and integration testing under shared standards for agent identity and safety guardrails; and, for select partners, integrating with Control Tower so ServiceNow can sell and support the resulting offerings globally. Named contributions include Cisco AI Defense integration for AI asset visibility and remediation, NVIDIA OpenShell for runtime agent boundaries, an Okta kill switch that blocks new token requests from agents acting outside their intended scope, Kong enforcement across the APIs, models, and tools agents use, and usage-based billing and spending controls from Metronome, a Stripe product. ServiceNow did not disclose pricing or availability dates.

ServiceNow Launches Control Tower Alliance

Analyst Take: The ServiceNow Control Tower Alliance is less about any single integration than about who gets to define what governed AI means inside the enterprise. By requiring partners to pass ServiceNow qualification and certification, and by reselling select offerings itself, ServiceNow is turning Control Tower from a monitoring console into the place where AI security, identity, and spending decisions are made and purchased.

That matters because governance is where agentic AI deployments stall. Futurum’s 1H 2026 AI Platforms Decision Maker Survey (n=820) found that organizations rating themselves ahead of their competitors report reliability and hallucination concerns at a higher rate (58.5%) than those rating themselves behind (50.5%).

Why the ServiceNow Control Tower Alliance Is a Distribution Play

Most of the capabilities named in the announcement already exist as standalone products. Cisco AI Defense, Okta’s identity controls, Kong’s API gateway, and Zenity’s agent security can all be bought today without ServiceNow. What the alliance changes is the route to purchase: a CIO who already runs IT service management and AI Control Tower on ServiceNow can add certified security, identity, and metering components without a separate integration project or procurement cycle.

ServiceNow enters this from a strong position. In Futurum Intelligence’s October 2026 Technology Spending Intentions Survey (TSIS), ServiceNow held a Net Score of 43 (n=601), the highest among Enterprise Apps products with 30 or more citations, even as 45 of 53 tracked application products lost momentum over two years. ServiceNow eased only slightly, from 46 to 43, and a vendor with that level of spending intent can credibly ask partners to certify against its standards.

The inclusion of Anthropic, OpenAI, AWS, and NVIDIA also matters. ServiceNow’s governance pitch works only if it covers agents and models that customers run outside ServiceNow, and having the major model and infrastructure providers in the program supports the claim that Control Tower can see across the estate. The release does not describe what Anthropic, AWS, or OpenAI will contribute, so for now their membership signals intent more than integration.

Cost Control Is the Underrated Member Category

Token metering and value measurement sit alongside security in the member categories, and that choice reflects where enterprise AI budgets are heading. As vendors move from seats toward consumption and agent-based pricing, finance teams need real-time usage visibility and spending limits, not only a monthly invoice. Metronome’s billing and spending controls and WitnessAI’s cost controls address that directly.

This is where I see the most near-term value for buyers. In Futurum’s October 2026 TSIS data, 58.4% of respondents replacing a platform suite cited cost and ROI as a reason (n=137). AI consumption that cannot be forecast or tied to an outcome will add to that pressure. If Control Tower can show usage, spend, and business outcome in one view, ServiceNow customers gain a better basis for defending AI investments at renewal, and ServiceNow gains a stronger position in those conversations.

What Buyers Should Ask Before Treating Certification as Assurance

Certification is useful, but it is ServiceNow’s certification. Buyers should ask what the qualification process tests, how often solutions are recertified as models and agents change, and who is accountable when a certified component fails. The shared standards for agent identity and safety guardrails also need to be published in enough detail for customers to evaluate them.

There is also a concentration question. An enterprise that routes AI security, identity, and metering through one vendor’s control plane gains simplicity but has fewer options if that vendor’s pricing or direction changes. Okta’s reference to open standards for a cross-platform kill switch is the more durable path, and buyers should press the alliance to deliver interoperability in addition to pre-integration.

I view the alliance as a sensible move, provided ServiceNow measures it on outcomes. The real test is whether customers using certified solutions move more agent pilots into production, with fewer security incidents and more predictable AI spend, than those assembling governance tooling on their own. ServiceNow should publish those metrics as the program matures.

What to Watch

  • Competitive Responses: Watch whether Salesforce, Microsoft, and SAP formalize comparable certified-partner programs around their own agent governance layers, which would turn AI governance into a contested control point rather than a ServiceNow differentiator.
  • Standards and Interoperability: Watch whether the alliance’s agent identity and guardrail standards are published openly and adopted beyond ServiceNow, or remain a proprietary certification that limits customers’ ability to switch control planes.
  • Commercial Terms: Watch how ServiceNow prices resold partner offerings and whether metering data supports consumption- or outcome-based pricing, since unclear terms could push cost-sensitive buyers toward in-house governance tooling.
